California Farmers Oppose Conservative Immigration Bill

As House members sought to enact a conservative immigration bill in recent months, California farmers have quietly rallied to show their opposition to the bill, a fact that may have swayed many influential California Republicans. Although the bill is designed to preserve the Deferred Action for Childhood Arrivals (DACA) program, it also contains significant farm labor provisions that will greatly impact California framers. It is this opposition from the California farm community that may play a major part in dashing any hopes of a House immigration bill moving forward this year. The California Farm Bureau Federation has taken the position that the farm labor provisions would completely destroy California’s agricultural labor force, which would have a devastating effect on California’s farm economy. The California Farm Bureau Federation is not the only organization whose members are vocally opposing the House bill. The Western Growers Association, headquartered in Irvine, CA, and other influential industry groups are also lobbying members of Congress on the issue. Although these groups support the overhaul of the H-2A visa program for seasonal workers, they do not support the provisions of the House bill that require current agricultural workers to return to their countries of residence. To require them to do so, they argue, would result in a complete depletion of their workforce, which relies heavily on seasonal workers, many of whom are in the country without a legal immigration system. They fear that heavy-handed regulations simply would cause the workers to flee their jobs and not return.
