Direct From Eloy: Immigration Detention

The Eloy Immigrant Detention Center has become infamous in recent years for the high number of deaths, including suicides, which have occurred among detained immigrants housed at the facility. Over the past 13 years, 160 immigrants have died while in the custody of Immigration and Customs Enforcement (ICE) at immigration detention facilities. Eloy has seen what some characterize as a disproportionate number of deaths among immigrant detainees; 12 deaths have occurred at Eloy, which is a far greater number than any other facility. For instance, five of the seven suicides that have involved detained immigrants since 2005 have occurred at Eloy. These deaths have raised questions about the mental health services available at Eloy, as well as whether the facility met various agency standards. As a result of these events, Eloy has become known nationwide as one of the worst immigrant detention facilities, with a stream of constant complaints about a lack of medical and mental health care and the high rates of segregated detainees. In one highly publicized case, a psychologist placed a detained man on suicide watch for 24 hours after he became highly agitated and repeatedly tried to run away. After the initial 24-hour period, the psychologist placed the man in segregation with a guard to check on him every 15 minutes. When a guard noticed that the man was face down in his cell and not moving, another seven minutes passed before guards entered the man’s cell. An internal investigation into the man’s death found that Eloy had violated several agency standards, including failing to have a mental health staffer available 24 hours per day and failing to establish a suicide prevention plan.
