The ability of an undocumented immigrant living in the U.S. to qualify
for health insurance coverage varies widely from one state to another.
While there was a proposal by California at one time to allow immigrants
with no legal status to purchase medical insurance policies through Covered
California, or California’s version of Obamacare, state lawmakers
took that proposal off the table in light of the Trump administration’s
increased immigration enforcement efforts. However, there are still some
options for health insurance coverage available for undocumented immigrants.
Immigrants with no legal status can apply through Covered California or
their local Medi-Cal office in order to see whether they are eligible
for any health care options through Medi-Cal, although the available options
and benefits may be limited. These individuals also can purchase private
medical insurance policies on their own, outside of Covered California.
Some counties also have health insurance programs available for these
individuals. However, undocumented immigrants cannot purchase a health
insurance policy through Covered California. It is important to realize
that applying for health care insurance through Covered California or
Medi-Cal does not automatically subject an individual to deportation.
Applications for this type of coverage do not affect an individual’s
immigration status or his or her chances at becoming a lawful permanent
resident or a naturalized citizen in the future. Furthermore, if a family
is mixed - containing some family members who are legally present and
some who are not - there is no adverse effect on the non-citizen if a
U.S. citizen family member applies for benefits, or if a non-citizen applies
